The Neighbourhood, Development and International Cooperation Instrument – Global Europe (NDICI – Global Europe) allocates a total of EUR 79.46 billion to EU cooperation with third countries for the period 2021-2027. Global Europe will support countries to overcome long-term development challenges to achieve international commitments, in line with the United Nations’ Sustainable Development Goals and key components of the 2030 Agenda.
The implementation of this instrument involved the adoption of national, regional, ERASMUS+ and thematic Multiannual Indicative Programs (MIP). The Sub-Saharan Africa Regional Multiannual Indicative Programme 2021-2027, within which the PALOP-TL/EU cooperation falls, had an allocation of EUR 29.18 billion and establishes 6 priority areas: 1) Human Development; 2) Governance, Peace and Security, Culture; 3) Green Transition; 4) Digital and Science, Technology and Innovation; 5) Sustainable Growth and Decent Jobs; and, 6) Migration and Forced Displacements.
PALOP-TL cooperation projects for the 2021-2027 funding cycle are included in the priority area 2: Governance, Peace and Security, Culture of the Sub-Saharan Africa MIP which has the following specific objectives:
- Promote democratic governance, equality, the rule of law, respect for human rights and international humanitarian law in Africa, and the inclusive involvement and participation of African citizens;
- Reduce the incidence, duration and intensity of violent conflict in Africa and contribute to effective prevention, protection and response against transnational security threats, including organized crime, across the continent.
- Improve cultural creation and intercultural dialogue between the EU and Africa and between African countries, and facilitate greater cooperation to protect and promote cultural heritage;
During the XIV Meeting of PALOP-TL’s National Authorising Officers and the European Union, 3 areas of intervention were defined for projects that should contribute to achieving the objectives of priority area 2: Governance, Peace and Security, Culture, of the Sub-Saharan Africa MIP:

- Rule of law
- Culture and Employment
