PRO PALOP-TL ISC with second phase

The European Union (EU), through the Delegation in Mozambique, and the United Nations Development Programme signed the Delegation Agreement for the implementation of the second phase of the Pro PALOP-TL SA on 28th November in Cape Verde. Signed in the context of the 11th European Development Fund (EDF), the project will be coordinated by the EDF National Authorizing Officer of Mozambique as the Regional Authorizing Officer for the Programme.

The second phase of Pro PALOP-TL ISC will benefit from the successes of previous projects, broadening the logic of intervention and facilitating South-South and triangular cooperation for the consolidation of public finance management systems in PALOP and Timor-Leste.

The programme will build on three pillars of capacity building for (a) budget executives, (b) supreme Audit Institutions (SAI) and (c) parliaments and civil society organizations (CSOs), continuing to prioritize the management systems of public finance of the countries concerned, by strengthening budgetary transparency, external control of public accounts, legislative oversight and social monitoring of public expenditure.

Following the success of the first phase, which had 100% of the amount spent on fully certified and approved expenditures, the second phase will continue to supportthe promotion of learning among participants, exchanges of experience and communities of practice among beneficiaries, in order to stimulate transformation dynamics and promote changes with real impact on the citizens of PALOP-TL, with a total budget of 7,843,700 Euros for a 3-year implementation period.

The Pro PALOP-TL SAI  is a project that promotes good economic governance in the PALOP-TL, reinforcing the technical and functional competencies of the SAI, National Parliaments and Parliaments and Civil Society (including the media).
