These are employees of the Assembly of the Republic, Administrative Court and Ministry of Economy and Finance, who received their certificates in a ceremony today, in Maputo, and replicated in Angola, Cape Verde, Guinea-Bissau, São Tomé and Príncipe and Timor-Leste. East. In total, 175 civil servants from the public administration of Portuguese-speaking African Countries and Timor-Leste (PALOP-TL) received their diplomas.
The central graduation ceremony took place in Lisbon, Portugal, and was attended by the following personalities: Maria Lurdes Rodrigues, Rector, ISCTE, José Tavares, Judge Counselor, President, Court of Auditors of Portugal, João Salis Gomes, Professor, Postgraduate Coordinator, IPPS-Iscte, and Ricardo Godinho Gomes, Main Technical Adviser of the Pro PALOP-TL ISC, UNDP, in Cape Verde.
The event also had a cultural moment interpreted by Isabel Vaz, Violencelist of the Noord Nederlands Orkest and Harlem Piano Trio, collaborator of the Gulbenkian Orchestra and the Portuguese Symphony Orchestra.
The Postgraduate Course in Public Finance Management was conceived in the context of the Program for the Consolidation of Economic Governance and Public Finance Management Systems in the PALOP-TL (Pro PALOP-TL ISC), financed by the European Union (EU) and administered by the United Nations Development Program (UNDP), in 2015, by ISCTE-IUL|IPPS and by the Portuguese Court of Auditors.
From 2016 to 2017, still during the first phase of the Pro PALOP-TL SAI, around 124 senior managers (42% women) from the ministries of finance, auditors and judges from the audit courts, as well as parliamentarians and parliamentary technicians from the PALOP-TL. Since 2020, in the context of the second phase of the Pro PALOP-TL ISC, 298 staff from the aforementioned institutions have participated – 49% women. In total, since 2016, this innovative Graduate program has involved 422 professionals (47% women), public policy makers and policy makers in public finance management systems in the PALOP and Timor-Leste.
In the context of the second phase of the Pro PALOP-TL SAI, 3 editions have already been concluded and benefited around 192 staff from state institutions of Public Finance management systems in the PALOP (52.5% of whom are women). A total of 175 (51% of whom were women) successfully completed the 6 modules. The rest will graduate in the course of the first quarter of 2023.
