European Union provides 8 million euros for “Invigoration of Public Finance Management and Budgetary Surveillance” in PALOP-TL

The Financing Agreement for the “PALOP-TL Regional Economic Governance Program – Boosting Public Finance Management and Budgetary Surveillance” was signed by the European Commissioner for International Partnerships, Jutta Urpilainen, and the Deputy Prime Minister of Finance of Cape Verde, Olavo Avelino Correia, on March 1, 2023, in Brussels, on the sidelines of the Extraordinary Ministerial Meeting for the Cooperation of Portuguese Speaking African Countries plus Timor-Leste with the European Union (PALOP-TL and the EU)

“This new program (…) can be transformative in terms of promoting efficient, transparent and accountable budget cycles, as well as institutional capacities for budgetary oversight”, said the European Commission, in a speech, before the signing ceremony of the agreement, in session of the Extraordinary Ministerial Meeting on Cooperation between the PALOP-TL and the EU.

The new project will be implemented in the form of a Delegated Cooperation Agreement with the United Nations Development Program (UNDP), through its office in Cape Verde.

The PALOP-TL ministers responsible for cooperation with the European Union praised the current Pro PALOP-TL project, which, according to the Minister of Foreign Affairs, Cooperation and Communities of São Tomé and Príncipe, Alberto Pereira, helped in the “modernization of our public institutions”, promotion of “the rights of our fellow citizens, innovation in public policy management, but also the strengthening of civil society.”
