The first baby of the “digital age” was born in São Tomé!

The Support Project for Improvement in Quality and Proximity of Public Services in PALOP and Timor-Leste (PASP) trained staff of São Tomé and Príncipe.

The technical assistance to the Registry and Notary Services aimed at strengthening the capacities and skills of its staff for the new dynamics in the services of the Civil Registry, which were modernized and computerized under this project.

It should be noted that the National System for Computerization of Civil Registry Services, carried out under PASP, includes several components: digitalization and cataloging of approximately 360,000 birth, marriage and death seats, development of an Integrated Management System (SIGA), which allows for the registration of birth in electronic form, and a portal for the electronic sale of certificates.

The citizens of São Tomé who live abroad will substantially benefit from this last functionality, which allows to obtain a birth certificate without having to travel back to the Country. This service is expected to be available in all posts and delegations, maternities, embassies and consular services.

In addition, the beneficiary countries have developed National Projects based on their priorities, focusing on areas such as computerization of civil registries (São Tomé and Príncipe and Guinea Bissau), commercial and automotive (Cape Verde), the creation of the state electronic certification system (Mozambique), the extension of identity card issuance (Timor-Leste) and the promotion of digital inclusion and literacy (Angola).

The Legis-PALOP platform, the official legal database of the PALOP ( facilitates the knowledge of more than 40 thousand normative acts, with a PDF of the Official Journal, editable text of the diploma , references and consolidated versions. More than five thousand judgments of the higher courts and different doctrine and relevant documents are available, including opinions from the PGR, Bar Association, books and articles. The Thesaurus, common to more than four thousand descriptors, facilitates the consultation and allows the analysis of comparative law. ”

Launched in 2009, the Database has just expanded to the Asian continent, through the inclusion of the legal system of Timor-Leste, formalized in June 2018, and was renamed Legis-PALOP + TL.

With over 15,000 users worldwide, the access to summaries of the legislation is free.

The second Global Parliamentary Report was officially launched and Pro PALOP-TL ISC is a reference for the cooperation between parliament and supreme audit institutions (SAI).

Cooperation between parliament and supreme audit institutions in Portuguese speaking countries

The Pro PALOP-TL SAI project1 strengthens the capacities of supreme audit institutions, national parliaments and civil society to engage in external monitoring of public finances in five African countries with Portuguese as an official language – Angola, Cabo Verde, Guinea-Bissau, Mozambique and Sao Tome and Principe – as well as in Timor-Leste (PALOP-TL standing for “Países Africanos de Língua Official Portuguesa e Timor-Leste”). It provides a unique opportunity to foster and observe synergies among the core actors of Public Financial Management Systems (PFMS) in these countries.

A seminar in Guinea-Bissau in February 20172 brought together more than 50 representatives of SAIs, parliaments, ministries of finance and civil society to evaluate progress in external control and social monitoring of PFMS in the respective countries. Data presented at the seminar showed that interactions between parliament and SAI tend to be limited to the once-per-year formal relationship foreseen in the legal framework.

Experience from the PALOP countries and Timor-Leste highlights three opportunities to enhance collaboration between parliaments and SAIs:

These are three examples of how legislatures can engage with SAIs to enhance control and oversight of public expenditure, and accelerate the delivery of SDG 5 and SDG 16.


This is the second Global Parliamentary Report, jointly produced by the United Nations Development Programme (UNDP) and the Inter-Parliamentary Union (IPU), and presents an in-depth research and analysis on the current state of parliamentary oversight.

The report is considered a reference for setting international standards for democratic parliaments.
