Cape Verde
Cape Verde joined the ACP-EC system in 1977 during the 1st Lomé Convention. It has been a member of the PALOP-TL regional cooperation group since its inception in 1992.

Guinea-Bissau
Guinea-Bissau participated in the signing of the 1st Lomé Convention on 28 February 1975. It has been a member of the PALOP-TL regional cooperation group since its inception in 1992.

São Tomé and Príncipe
São Tomé and Príncipe joined the ACP-EC system in 1977 during the 1st Lomé Convention. It has been a member of the PALOP-TL regional cooperation group since its inception in 1992.

Angola
In April 1985, Angola joined the ACP-EC system under the framework of the 3rd Lomé Convention. It has been a member of the EU-PALOP regional cooperation group since its inception in 1992.

Mozambique
Mozambique joined the ACP-EC system under the 3rd Lomé Convention, in December 1984. It has been a member of the PALOP-TL regional cooperation group since its inception in 1992. The EDF National Authorising Officer of Mozambique currently oversees the Regional Coordination of the Programme.

East Timor
The relationship between East Timor and the EU dates back to 1999, reinforced by the signing of the revised Cotonou Agreement in 2005. In 2007, East Timor became the sixth member of the PALOP group, renamed PALOP and East Timor (PALOP-TL).

European Union
The EU supports South-South cooperation among the 6 Portuguese-speaking countries of the PALOP-TL group in a continuous and structured manner, in the context of the development aid to the African, Caribbean and Pacific (ACP) countries and financed through the successive European Development Funds (EDFs).
